The Observatory does not assign identity

Belonging, identity and community ties depend on voluntary self-identification. They are not inferred from name, language, religion, origin, citizenship or residence.

The right to identify — or not

Each person may describe their identity, request a correction or choose not to disclose it. Dossier classifications state their source, purpose and limits.

Representation

Being consulted or listed in the Network does not make someone the spokesperson for an entire community. Representative authority is stated only when a documented mandate exists.

Participation from abroad

Organisational membership remains limited to people and organisations based, resident or active in Italy. Rights-holders abroad may participate in consultations, testimony and research when directly connected with minorities in Italy.

Effective and intersectional participation

Participation should influence agenda-setting, evidence gathering, review and evaluation. Dossiers should consider, where relevant, gender, age, disability, migration or statelessness, economic circumstances and multiple discrimination without collecting unnecessary or unsafe data.
