Verifiable sources, context and updates

The Observatory makes complex information understandable while distinguishing original documents from interpretation and recording the date, provenance and scope of each item.

Source hierarchy

  1. Legislation, judgments, official records and institutional data.
  2. Reports by international organisations, universities and research centres.
  3. Peer-reviewed research, specialist publications and archives.
  4. Personal accounts and community contributions presented with appropriate context.

Editorial criteria

Each dossier should identify its subject, territory, period and sources. Corrections and new evidence are assessed before publication. Monitoring concerns institutions, policies and rights, not the profiling of individuals.

A method that can be adapted

  1. Establish a documented local network. Record each institution, its authorised contact and the act establishing its participation.
  2. Define a common observation framework. State the research question, unit of analysis, period, sources and limits before collecting evidence.
  3. Separate collection and analysis. Use a consistent instrument and a documented process to protect respondents and reduce identification risks.
  4. Publish evidence with its limits. Distinguish invitations, responses, project outputs and observable changes in rights.
  5. Review and correct. Keep names, dates, numbers and documentary references consistent across languages and visual summaries.

What each country must determine locally

Italy’s municipal powers and legal categories cannot simply be transferred to another jurisdiction. Adaptation requires a local assessment of institutional responsibilities, minority self-identification, participation, language, data protection and disclosure risks. Instruments should be tested for comprehension before use; comparisons require compatible definitions and collection methods.

The first Italian research phase

The protocol defined on 29 September 2026 invites 11 municipalities and uses 15 closed questions. It is descriptive and exploratory, with anonymous collection handled by three designated fieldwork collaborators. It does not establish national representativeness, causation or proven effectiveness in other countries.
