Project activity is not evidence that rights have improved

Numbers of dossiers, municipalities or pathways describe Observatory output. Alone, they do not show an improvement or deterioration in minority rights in Italy.

Three levels

  1. Structure: laws, institutions, safeguards and mechanisms.
  2. Process: policies, resources, consultation and implementation.
  3. Outcome: observable changes in enjoyment of rights and disparities.

Minimum indicator record

Responsible disaggregation

Data are disaggregated only when necessary, methodologically valid and safe. Self-identification, privacy, minimum thresholds and disclosure control take priority over statistical detail.
